Really interesting piece. This looks like a little pair of opera glasses. You can turn the little brass tops to change the hour and the minutes - the minutes are in increments of 15.

You can unsnap the top as well and the brass elements (two of them) can be removed. You can sit them on top of a desk and play with them. Very cute and different.
